
He was born in Konya in 1943. He completed his primary education in Istanbul and his secondary education in Konya. He graduated from Istanbul University Faculty of Law in 1970. During his student years, he and his brother were involved in construction activities, serving as project managers and site managers. He was among the first members of the Istanbul Constructors' Association, founded in 1967. He returned to Konya in 1971 and began working as a freelance lawyer. He specialized in zoning law, administrative law, and criminal law, serving as a lawyer for numerous municipalities in matters related to zoning. He also took an interest in sports, serving as an executive at Konya Sports Club, whose founding charter he drafted in 1980.
He entered politics, serving as Konya Provincial Chairman and a member of the Central Executive Committee of the Justice Party and the True Path Party.
After 1995, he returned to Istanbul, where he worked as President of the Cooperative Supreme Union and as a Real Estate Law and Consultant, working on Zoning Planning, Housing Production, and Resource Acquisition. He also served as Chairman of the Executive Board and General Manager of Emi Mapping Company.
He served for a time on the Board of Directors of the Istanbul Metropolitan Municipality (IMM) and Istanbul Housing Inc. He is currently a member of several associations and foundations, including the Istanbul Konyalılar Foundation, Yüzyıl Işıl Education Foundation, Marsev Mardin Education Foundation, Konya High School Graduates Association, Istanbul University Graduates Association, Istanbul University Faculty of Law Graduates Association, and Konya Tennis and Mountaineering Club. He has been a member of the Physically Disabled Foundation (FEV), a foundation he has served as a board member since 2009. He currently serves as the Foundation's Secretary General.
